Fourteen children were transported to local hospitals after a chlorine release at an Ohio public swimming pool. The June 2 incident occurred due to a mechanical failure that officials say allowed concentrated chlorine to accumulate within the circulation system.
The incident took place at the Minster Swimming Pool in Minster, about 100 miles north of Cincinnati, during morning swim activities. According to Minster Village Administrator Don Harrod, approximately 20 children were in the pool when the event occurred. 'We had a pump fail; our recirculation pump failed, but the chlorine pump did not fail, so there was still chlorine pumping out into a pipe,' Harrod told local media. 'Basically, when the recirculation pump kicked in, the chlorine slug got shot out into the pool, and there were approximately 20 kids in the pool at that point in time.'
Fourteen swimmers were transported to area hospitals for evaluation after experiencing symptoms consistent with chlorine exposure. According to officials, the transports were precautionary, and no serious injuries were reported. Media reports indicated all patients were later released.
Emergency dispatches reported swimmers experiencing coughing, breathing difficulties, and other respiratory symptoms. Responders also noted a strong chlorine odor at the facility.
Multiple agencies responded, including Minster Area Life Squad, New Bremen EMS, Fort Loramie Rescue Squad, the City of St. Marys Fire Department, and the Minster Jackson Township Fire Department. Patients were transported to Joint Township District Memorial Hospital and Wilson Health.
According to reports, pool personnel discovered the circulation problem while preparing the facility for operation earlier that morning. The emergency call was received at approximately 8:30 a.m.
The pool was closed immediately following the incident. Village officials said repairs are underway and the facility will remain closed until inspections are completed and the pool is determined safe to reopen. The Auglaize County Health Department is expected to inspect the facility before operations resume.
While officials have attributed the incident to a recirculation pump failure that allowed chlorine to accumulate in piping, several technical details have not been publicly released. Among the unanswered questions are the type of chemical feed system involved, whether the pool utilized an automatic chemical controller, whether a flow switch or pressure switch was installed and functioning properly, and what concentration of chlorine ultimately entered the pool.
The incident highlights a basic safety principle in commercial aquatic facilities: Chemical feed systems are designed to prevent disinfectant from being injected when water circulation stops. Ohio regulations require automatic chemical controllers to be equipped with a flow switch or pressure switch and shut-off valve designed to prevent chemical injection when there is no or low circulation flow. Ohio rules also classify circulation or disinfection system failures, as well as malfunctioning automatic chemical controllers, as imminent health hazards that require pools to cease operation.
At press time, officials have not indicated whether the Minster incident involved a malfunctioning safety device, equipment damage, operator error, or some combination of factors. No determination has been publicly released regarding whether any safety systems failed or were bypassed.
Harrod told reporters the village is considering additional monitoring measures following the incident, including alarms that would notify operators when pump failures occur.
According to the Centers for Disease Control and Prevention, chlorine exposure can cause coughing, chest tightness, difficulty breathing, and irritation of the eyes, nose, throat, and skin. Most people recover completely, although more severe exposures can result in prolonged respiratory symptoms.
