Electrical hazards in pools and spas

Electrical safety in pools and spas is built on layers that are easy to take for granted when everything is working as intended. Ground-fault circuit interrupters (GFCIs) are designed to shut off power when even small amounts of current leave the intended path — typically in milliseconds. Bonding connects all conductive components — water, metal parts, equipment — into a single electrical plane, eliminating dangerous voltage differences. Grounding provides a path for fault current to return safely and trigger protective devices. Together, along with code-compliant installation and regular inspection, these systems are meant to prevent electricity from ever becoming a hazard in the water.

These safeguards are required under the National Electrical Code (NEC Article 680), which governs pools, spas, and similar installations. The code is built on the assumption that components will fail — and that layered protection will prevent that failure from reaching the water.

When those layers are intact, the risk is extremely low. When one is compromised — whether by damage, installation error, or equipment failure — the protection can break down quickly. Electrical incidents in pools and spas tend to emerge not from unusual conditions, but from ordinary components — pumps, blowers, heaters — operating under real-world stress.

Three recent incidents show how those layers fail — and what should have stopped them.

Over Memorial Day weekend in 2025, swimmers at a public wave pool in Statesboro, Georgia, began reporting sharp, repeated electrical shocks while in the water. The complaints came from multiple people, including children, and described a sensation strong enough to force bathers out of the pool. Emergency responders evaluated several individuals at the scene. None required hospitalization, but the facility was immediately cleared and closed.

Investigators focused on a blower unit used to generate wave action, which may have shorted or overheated, allowing current to enter the water. That fault current was not interrupted.

In a properly protected system, every motor circuit serving pool or spa equipment — especially highload components like blowers — should be on a functioning GFCI. That device should trip the moment current begins leaking to ground or into the water. If swimmers are feeling sustained shocks, the protection either was not there, was not working, or was not wired correctly.

GFCIs need to be verified in the field. That means confirming that each applicable circuit is protected, actively trip-testing devices during service visits, and checking that nuisance tripping has not led to bypassing or replacement with a standard breaker. A simple, repeatable field check is to trip and reset each GFCI under normal operating conditions and confirm that the equipment actually loses power and restores correctly. Wiring errors — particularly shared neutrals — should also be ruled out, as they can prevent a GFCI from operating properly. In high-use systems, equipment should be evaluated while running, because insulation failures often only appear under load.

If that layer had held, the incident likely would have stopped at the equipment — not in the water.

A different kind of failure played out in a residential pool in Logansport, Indiana, in August 2024. Five individuals — members of the same household and guests, including children — were shocked while swimming, with at least two initially unresponsive. All survived after hospitalization.

Investigators traced the source to a pinched wire connected to the pool pump. The insulation had been compromised, allowing current to energize the water.

This is as basic as it gets: a damaged conductor energized the pool.

The failure here was physical, not theoretical. A wire was allowed to be installed or remain in a condition where it could be damaged, and that damage went unnoticed. Once compromised, the system depended entirely on protective devices to intervene.
