Lincoln Reflection pool makeover no. 2

The Lincoln Memorial Reflecting Pool is getting another do-over — just weeks after a multimilliondollar renovation left its new blue waterproofing coating system cracking and peeling.

Crews are now back in the drained pool, power-washing the basin, removing large sheets of failed liner and working on a perimeter expansion joint. The repair comes after federal prosecutors said newly discovered evidence showed June’s widely publicized damage resulted from a “flawed installation” and a rush to complete the project.

That conclusion emerged when prosecutors dropped felony vandalism charges against Olympic canoeist David Hearn on July 31.

“Given all of this newly discovered information, it is difficult to attribute the widespread damage to the Reflecting Pool to vandalism,” wrote Jeanine Pirro, the U.S. attorney in Washington, in her motion to the court. Instead, she said, “the damage was the result of a botched installation and not vandalism.”

For the pool industry, the dismissal marked more than the end of an unusual criminal case. It also marked the beginning of a clearer understanding of one of the most closely watched waterproofing failures in recent memory.

As prosecutors reexamined the evidence, they obtained hundreds of megabytes of construction records, inspection reports, internal emails, and photographs that had not been available when Hearn was charged. Court filings, investigative reporting, and independent engineering analysis have since painted a much different picture of what happened.

No single publicly released engineering report has identified one definitive root cause. Instead, the available evidence has produced several explanations for the failure. Some are based on government records released during the criminal case, while others come from independent engineering analysis.

Application errors (“overspray”)

One of the earliest technical explanations came from an internal National Park Service email cited in both court filings and subsequent reporting by The New York Times in its August 5 visual investigation, “Visual Analysis Finds Dozens of Defects in Reflecting Pool Renovation.”.

According to the documents, an NPS engineer observed peeling only days after the installation was completed. The contractor reportedly attributed the problem to “overspray” — applying fresh coating over material that had already dried and cured — creating a one- to two-foot strip that could be vulnerable to peeling.

The documents indicate that peeling had already begun before Hearn or anyone else allegedly damaged the surface.

Application Seams

The most detailed independent engineering analysis came from The Washington Post's July 16, 2026 investigation, “Reflecting Pool peeling likely caused by application flaws, experts say.” For its reporting, Post reporters analyzed high-resolution photographs taken during construction and after the pool was drained, then consulted four independent waterproofing and coatings experts. According to The Post's investigation, the Reflecting Pool's waterproofing system was installed in stages.

After the concrete basin was emptied, cleaned and dried, workers first applied Rhino 406, an epoxy primer designed to seal the concrete and create a protective base. They then sprayed Pipeliner 5000, a hybrid polyurea, over the primer to form the waterproof membrane. Rather than applying the polyurea as one continuous membrane, however, the coating was sprayed in a series of large rectangular sections over multiple days.

Experts told the Post that five of the documented failures appeared to be adhesion failures where new polyurea had been sprayed over previously cured polyurea. Under the manufacturer's application requirements, overlapping applications should either be made while the earlier material is still wet or, if it has cured, the surface must be properly prepared before additional coating is applied.

The Post reported that five hours or more had elapsed between the spraying of adjacent sections at each of the five locations where the coating peeled from itself. According to the experts interviewed, once the material had cured, additional surface preparation would generally have been required before applying another coat to ensure a proper bond.

Based on the failure pattern and construction photographs, the experts concluded the damage was more consistent with application or adhesion failures than vandalism.

Schedule Pressure

Perhaps the most significant finding came from the Justice Department itself.

In its July 31 motion to dismiss the criminal case against Olympic canoeist David Hearn, federal prosecutors said they reversed course only after obtaining nearly 700 megabytes of construction records from the Department of the Interior that had not been provided before the indictment.

According to the motion, the records documented a project racing to meet Fourth of July and America 250 deadlines while contending with repeated weather delays, blistering, sealant failures, coating bond failures, rework, and widespread delamination.

They also showed that peeling had been documented within days of the installation's completion — before Hearn or anyone else allegedly damaged the liner.

After reviewing the records and inspecting the drained Reflecting Pool, prosecutors concluded the widespread coating failures resulted from “a rushed and flawed installation.”

Expansion joints

Another explanation came from an independent materials scientist interviewed by The New York Times for its August 5 visual investigation. The newspaper noted that several of the visible failures occurred directly over expansion joints.

Robert Iezzi, a materials scientist who studies paints and protective coatings, noted that the waterproof membrane bridged expansion joints separating large concrete slabs. Because the concrete slabs can move relative to one another at those joints, coating applied across them can be subjected to additional mechanical stress.

The Times stopped short of calling this the cause of the failure, noting that the exact reason for the bulging remained unclear. But the expert suggested the design itself may have placed additional mechanical stresses on the coating.

Weather complications

Court documents also describe repeated rain events that interrupted construction.

According to The New York Times Aug 5 visual investigation, heavy rainfall forced work stoppages, required rainwater to be pumped from the basin, and delayed application while surfaces dried.

Although no public report identifies weather as the primary cause of the failures, coatings professionals recognize repeated weather interruptions as conditions that can complicate application schedules and surface preparation.

Root Cause

The broad cause now appears clear. The precise engineering mechanism does not.

Despite months of reporting and litigation, no publicly released forensic engineering report has identified a single mechanism responsible for the coating failure.Major coating failures rarely result from a single mistake. More often, they arise from a combination of design decisions, application techniques, environmental conditions, workmanship, and schedule pressure that collectively overwhelm an otherwise sound system. Instead of revealing a single catastrophic error, evidence depicts a project in which multiple installation problems combined to produce one of the most visible coating failures in recent memory.
